New Delhi : 19 new Joint Secretaries in various ministries has appointed by Centre on Wednesday night, filling up all such vacant posts and has given them a long tenure of five years in these posts or till the end of their central deputation. This is perhaps the first time when such long tenures have been given to Joint Secretaries.

A senior government official said the long tenure has been given for the posting to last the remaining tenure of the BJP government and the officials have been posted after a careful vetting of their capability and suitability for the cutting-edge Joint Secretary (JS) level of bureaucracy.

"In the last 11 months, 171 Joint Secretary level appointments have been made compared to 84 such appointments in the preceding 11 months of the UPA government," the senior government official said. ET has earlier reported that the Modi government is tweaking the appointments system for senior bureaucrats to give them a semblance of job security with a specified tenure in senior roles, with an eye on introducing accountability and consistency in policymaking.

The new approach was reflected in several top appointments cleared by the PM-led Appointments Committee of the Cabinet earlier in April, posting additional secretary rank officers to new assignments in critical departments such as defence, commerce, agriculture and CVC, with explicit tenures ranging from 2 to 4 years.

All 19 Joint Secretaries appointed on Wednesday in key ministries and departments like Home, Commerce, Defence, Urban Development, Atomic Energy and Shipping have been given a 5-year-long tenure or till the end of the period of their central deputation, whichever is earlier. The Home Ministry has got two new joint secretaries in 1997-batch IAS officer Rakhee Gupta Bhandari and 1987 batch IRS officer Mukesh Mittal.

The Defence Ministry has got a new Joint Secretary in 1987-batch IAS officer Ashok Dongre while the Department of Commerce has got two new Joint Secretaries in 1985-batch officer of Indian Railway Services, Sanjay Chadha and 1989-batch IAS officer Anita Praveen.

IAS officer of 1996 batch, Maneesh Garg has been appointed as Joint Secretary in Human Resource Development Ministry while 1989-batch IAS officer Devesh Chaturvedi has been appointed as JS in the Department of Personnel and Training (DoPT). 1997-batch IAS officer RK Agrawal will be new Joint Secretary in the Ministry of Shipping, said orders issued by ACC.
